YES you heard it correctly. The city of Philadelphia is not playing. As a democracy the city can literally pass a law with the support of the citizens. I mean it is illegal to spit, eat and drink in the Metro in Washington DC. Philadelphia is in the works to pass a law that will fine all individuals, particularly young people for saggin their pants for indecent exposure and excessive clevage exposure. It's not a game. The city needs money. I heard this before but it became hilarious when I was on the bus and over heard the conversation of young grandmothers chatting loudly in the rear of the bus. You know the ladies I am refering to. Your best friends grandma thats not that old and still smokes and talks about sex with men from the Wed night Bingo outting. Kind of like Big Mama's House.
They were going, pointing at guys on the street
